Elles sont définies comme des zones « caractérisées par la présence de grands ensembles ou de quartiers d'habitat dégradé et par un déséquilibre accentué entre l'habitat et l'emploi ». La sélection des ZUS s\u2019est opérée sur des critères qualitatifs (« grands ensembles », « déséquilibre emploi/habitat ») et sur une analyse conjointe des élus et de l\u2019Etat.Le décret n° 96-1156 du 26 décembre 1996 (Journal Officiel du 28 décembre 1996) fixe dans son annexe la liste des 750 quartiers classés en zones urbaines sensibles (ZUS). Cette liste est modifiée une première fois par le décret n°2000- 796 du 24 août 2000 intégrant le quartier «Nouveau Mons » (Commune de Mons-en-Baroeul) à la liste des ZUS et portant à 751 le nombre total des ZUS. Un second décret (n°2001-707) du 31 juillet 2001 vient modifier le périmètre de la ZUS de Grigny (91).Une nouvelle géographie prioritaire de la politique de la ville est entrée en vigueur au 1er janvier 2015.
